Dolan's Investment Platform is the U.S. investment-immigration execution arm of Dolan Restaurant Group — an active California restaurant operator with three established locations in Alhambra, Rowland Heights, and Irvine. The platform executes both E-2 Treaty Investor partnerships (our flagship program) and EB-5 Immigrant Investor ventures (parallel offering, separate letter available on request). This letter focuses on the E-2 partnership opportunity. We are opening a new operator-led E-2 partnership reserved for individuals who (a) qualify under USCIS criteria for an E-2 visa, and (b) bring management and capital sufficient to develop and direct an operating U.S. business. The Investment Opportunity

For each new partnership we form a dedicated California LLC to own and operate the new Dolan platform location. The default vertical is Halal F&B (where our supply chain and SOPs already exist), but the structure adapts to other operator-led verticals as described in our intro. A qualified investor takes a majority ownership stake (≥51%) in this entity, consistent with E-2 requirements, with a minimum investment of $400,000 (typical for restaurant build-out; service-business and SMB acquisition deal sizes vary by vertical). Dolan Restaurant Group holds a minority stake and provides ongoing brand licensing, operational systems, and management infrastructure.

The minimum investment of $400,000 covers leasehold improvements and full restaurant build-out, commercial kitchen equipment, furniture and fixtures, initial inventory and working capital, licensing and permitting, brand onboarding, and a six-month operating reserve. Selection Criteria — Necessary Conditions

The following are necessary conditions for any candidate to be considered. We have framed them as required, rather than preferred, in order to maintain the integrity of a structure that has been pre-designed to satisfy USCIS:

  1. Citizenship of an active E-2 treaty country
  2. Liquid capital of US$400,000 or more, with documentable source of funds (business income, asset sale, inheritance, or similar)
  3. Substantive background in food service, hospitality, or business operations
  4. Genuine commitment to active management — passive investors are not eligible
  5. Either lawful U.S. status permitting Change of Status, or readiness for consular processing
  6. Demonstrated marketing and management capability sufficient to drive a multi-unit growth plan
Each criterion must be satisfied. Where a candidate would otherwise be a strong fit but the standard E-2 framing does not align, other reasonable investment pathways may be evaluated jointly with counsel.

Why This Structure Qualifies for E-2

This opportunity has been engineered specifically to address each of the four core E-2 criteria. The structure itself is the offering — investors join an existing compliant framework rather than negotiating new terms.

  1. Treaty Nationality. Open to nationals of any active E-2 treaty country. No restriction on country of origin.
  2. Substantial Investment at Risk. The total project investment of $400,000 is fully committed to the new entity. Funds will be deployed against executed contracts (lease, equipment, build-out) prior to the I-129 filing, satisfying the "irrevocably committed" standard. There is no capital guarantee or buyback mechanism.
  3. Bona Fide, Non-Marginal Enterprise. Investing into an established, operating brand with three profitable locations eliminates the startup uncertainty that typically triggers marginality concerns. The new entity will employ a minimum of four to six U.S.-based staff (cooks, servers, FOH lead) from day one, with a documented five-year growth plan projecting ten or more employees.   4. Investor Develops and Directs the Business. The investor's role as Managing Member carries genuine decision-making authority, including approval of hiring and terminations, menu and pricing decisions, vendor relationships, and capital expenditure above a defined threshold. These authorities will be codified in the LLC's Operating Agreement. Dolan Restaurant Group's support role is operational and advisory — it does not override the investor's management authority.
